Popup announcements fading to soon

Is there a way to adjust how long a popup announcement stays on my screen before it automatically fades out??? They disappear so fast I can rarely read them before they start fading.

You can make a prefs.yaml file to change the settings. The section that deals with pop ups is like this

notifications:
    popups:
        duration: 4000

Are there more detailed instructions available for this somewhere?

I would to edit this setting too,they fade away way too soon for my preference.
